Action by inaction means 1.6 percent federal raise likely in January

In what amounts to a decision by indecision, both sides of Capitol Hill have now signaled a willingness to allow — but no willingness to specify — a federal employee raise in January. The Senate Appropriations Committee on Thursday approved a funding bill covering general government matters that, like the version passed last week in the House counterpart committee, takes no position on a federal worker raise for 2017.
